Demands requested by the Federal Government via MTUR and Casa Civil, towards the definitive development of marinas and nautical support structures in general.

1. Change the criteria for approval of marinas projects and similar: the process should begin by SPU - Secretaria do Patrimônio da União, with a fixed period (60 to 90 days) to say "yes" or "not" if the public sector is available for installing a new development on the waterfront. Nowadays the process starts by the environmental agency, with a term to begin, but no deadline to finish, which creates a huge liability for all parties involved, including the government. The other public entities, such as the SPU, Navy, IPHAN, ICMbio, etc. It depends on the issuance of LAP - Preliminary Environmental Permit, to demonstrate.
2. Streamlining the requirements of environmental studies like EIA-RIMA since extrapolate the potential impact of most nautical designs, even though they are small structures like marinas, matching them to the works of harbors, dams, hydroelectric plants, tunnels, bridges, etc. . Suffice request EAS - Simplified Environmental Study, excepting projects of greater magnitude and those located in areas of permanent preservation.
3. Reduction or exemption of import taxes marinas equipment such as Forklift, Travelift, Hydraulic Trailer, Pump-Out, which enable the secure, fast, clean and economical of the nautical establishment. Stand out from the international expertise of decades of scientific studies and engineering such equipment, that in most countries where boating is consolidated taxation is minimal or nonexistent.
4. Radical reduction of taxes for the Brazilian boat manufactures where taxes (IPI, ICMS) are the highest in the world, inflating the final price to the consumer.
5. Finish the settings / criteria of the ordinance SPU - 024/2011 collection in its formulation of the water surface use, which is incompatible with the size of the nautical support structures and its ability to honor that lease space. This effort comes being developed jointly in the said ordinance subcommittee, with the coordination of the GT Nautical.
On time: this ordinance -024/2011 was recently substituted by a new ordinance – SPU - 404 improved the advantages to the waterfront land owners, who will pay less tax regarding to square meters building over the seabed.
6. Funding from BNDES - National Bank of Social and Economic Development for marinas, remembering that during years this option was disclosed to the market, but that were rarely ventures that could receive investment of resources.
7. Encourage and facilitate installation of marinas in organized harbors or in mooring.
8. Build public marinas, with public resources for infrastructure part, granting the private sector a minimum period of 25-year lease.
9. Government should repair environmental damage in access of rivers whose waters are estuaries and waterways, both for pleasure boats and tourism, as the others, including fishing boats. The degradation of the edges of these streams, usually promoted by the disorderly occupation, low income housing or other anthropogenic factors, resulting in siltation of the bars that once had enough depth for nautical activities. These works largely on the Brazilian coast are summarized studies of hydrodynamic and small engineering projects for rehabilitation works of original depth, carrying sediment dredging works and fixing margins and / or fixed structures (breakwaters for example ) that might fix the bars of estuarine rives.

11. Encourage city or state nautical master plans in regions with the greatest potential for developing the correct boating and tourism, covering also the passenger water transport, coastal and inland waters of Brazil.
12. Encourage environmental education and learning safe pilot for recreational boating through guidance in marinas (sailing school).
13. Create professional certification program for sailor piloting pleasure boats.
